Das liegt nicht am Provider. Auf dem Port 53 der IP-Adresse 127.0.0.1 wird nicht gelauscht. Siehe:
sudo netstat -tulpena | grep -i 53

_Temporäre_ Hilfe gibt es mit z. B.:
sudo rm /etc/resolv.conf
sudo nano /etc/resolv.conf
Inhalt:
nameserver 9.9.9.9
nameserver 9.9.9.10
Nach dem speichern:
sudo chattr +i /etc/resolv.conf
host raspbian.raspberrypi.org
ausführen.
root@raspberrypi:~# sudo rm /etc/resolv.conf
root@raspberrypi:~# sudo nano /etc/resolv.conf
root@raspberrypi:~# sudo chattr +i /etc/resolv.conf
root@raspberrypi:~# host raspbian.raspberrypi.org
